A shelter is not added later — it goes into the design together with the foundation. That is why safety is a default field in every brief we write.
The structure, the entrances, the ventilation and the everyday use are decided at the design stage. In peacetime the basement is storage, a sauna or a gym; when needed, it is a shelter.
