How to Oversee House Construction If You're Not a Builder: 9 Control Points
The biggest fear of a first-time builder: "I'm not a builder — how do I check they're doing it right?" The good news: you don't need to know construction at a foreman's level. The bad news: "they're professionals, they know best" won't work either, because half the defects in a private house are built into places you'll never see afterwards — under concrete, under screed, under plaster, under backfill. Overseeing construction as a non-builder isn't about knowing how to lay a brick. It's about knowing the 9 moments when the work is still visible, and not missing a single one.
The logic is simple. A house is built in layers, and each new layer hides the previous one. Concrete hides the rebar. Backfill hides the waterproofing. Screed and plaster hide the pipes and wires. While a layer is open, a check costs 20 minutes and one photo. Once it's closed, fixing it costs demolishing everything above. So all oversight comes down to one rule: don't let work be closed until you've documented it. Below are nine such points, in the order they occur on site.
The core principle: check concealed works while you can still see them
Construction has a formal term — "concealed works." These are works that get covered by later structures and can't be inspected afterwards without dismantling what's done. Rebar before the concrete pour, waterproofing before backfill, utility lines before the screed — all concealed works. Under executive-documentation rules, each is recorded with a concealed-works inspection act signed before the work is closed. That's not bureaucracy — it's your insurance. No act and no photo for a stage means that, for you, the stage effectively doesn't exist, and you'll have nothing to prove later.
So your job as the client isn't to judge concrete quality by touch. It's to demand three things at each of the nine points: a photo before closing, an act signed by whoever's responsible for the stage, and a document for the material — a concrete passport, a rebar certificate, insulation labeling. If all three exist at every point, you've overseen the build without knowing how to build. If one of the three is missing — that's exactly where you can be cheated.

Point 1. Soil and geology — before they design the foundation
The most expensive mistake on a house is built in before the first nail — when the foundation is designed "like the neighbor's" without knowing what's under your plot. Soils differ even within one village: sand, loam, peat, high groundwater. Each needs a different foundation, and the price difference runs into hundreds of thousands of hryvnia. Your control point here is single: before ordering the foundation, there must be a geological survey of the plot, and the foundation must be calculated for its result.
Red flag: the contractor names a foundation type and price before seeing any geology. That means he's either padding "to be safe" (you overpay) or defaulting to a standard option (you risk cracks in five years). You don't need to read the geology report like an engineer — you need it to physically exist and for the designer to reference it. The scale difference is huge: a compact single-story 131 m² house (like project D-7 in the DOMRIY catalog) and a 496 m² house with a basement level, a pool terrace and a gym (project KT-415) aren't just "more concrete." They mean fundamentally different loads on the soil, different foundations and a different cost of getting it wrong.
Point 2. Foundation rebar and concrete — before the pour
This is the single most important concealed work in the whole house. After the pour you'll never again see what's inside the foundation — and the entire house rests on what's inside. Check before the mixer arrives, not after. What to look at: whether the rebar layout matches the design (bar diameter, spacing and the number of layers are set in the drawings — your job is to verify the site did exactly that, not "the usual way"); whether the concrete cover is maintained so the rebar isn't exposed; whether the formwork stands straight.
A non-builder can absolutely control this with three actions. First: photograph the rebar cage with a tape measure in frame before the pour — bar spacing is visible even to a layperson. Second: demand the concrete passport from the plant stating the class (grade) — ready-mix always ships with a quality document, and its absence means they brought who-knows-what. Third: sign the concealed-works act for the rebar right before the pour. Red flag: "we pour first thing tomorrow, we'll sign everything later." Later the rebar is under concrete and there's nothing left to check.
Point 3. Waterproofing and drainage — before backfill
Once the foundation is ready, it gets backfilled with soil — and everything between the foundation and the earth disappears for good. That's exactly where the waterproofing sits, keeping water out of the walls and basement, along with the drainage that carries water away from the house. This is the second classic concealed work where people quietly cut corners, because the client will never see it. The consequence surfaces a year or two later: damp in the basement, mold, a cold ground-floor floor.
Control point: before backfill, the foundation must be treated with waterproofing across its whole contact area with the soil, and if the design calls for drainage, the pipes must already be laid. Checking it is easy: come to the site on that exact day (the contractor should warn you in advance when he plans to backfill) and photograph the treated foundation before it's covered. Red flag: backfill happened without warning and you found out after the fact. That almost always means they didn't want it shown.
Point 4. The shell: geometry, ring beam and lintels
The shell is the walls. There are fewer concealed works here, but the mistakes are visible to the naked eye if you know where to look. The main thing is geometry. Walls must be vertical, corners square, and the diagonals of a room equal to each other. You can check this without a tool: if a wall "leans," you'll see it by eye, and a level or plumb line confirms it in a second. A crooked shell drags a crooked roof after it, problems with windows, and overspend on straightening walls with plaster.
Two nodes to watch separately. First — the ring beam: a reinforced-concrete belt on top of the walls that ties the shell together and takes the load from the floor and roof. It's poured before the floor slab, so it too is a concealed work — capture a photo before the slab goes on top. Second — the lintels over windows and doors. Every opening needs support sized for the load above it. Red flag: over a wide opening (a panoramic window, a garage entrance) sits something thinner and simpler than over the narrower openings nearby. A larger span carries more load, not less.
Point 5. Floor slabs — before the pour or installation
A floor slab is the "floor" of the level above and the "ceiling" of the level below. If it's monolithic (poured over formwork), the same rule as the foundation applies: the rebar must be checked and documented before the pour, because afterwards it's under concrete. If it's a precast slab, you check the bearing depth on the walls and the sealing of the joints. In a multi-story house — and in large projects like the KT-415 mentioned above there are three levels including the basement — each floor is a separate control point, and you can't skip any.
What a non-builder does: the same trio — a photo of the rebar or bearing before closing, the concrete passport, the concealed-works act. If you can't be at every pour in person, agree that the contractor sends you a photo of the rebar with a tape measure and doesn't pour until you've confirmed. That's a normal request, and a reasonable contractor agrees to it. Refusal is a red flag in itself.
Point 6. The roof assembly — while the roof is still open
A roof isn't just tiles on top. It's an "assembly" of several layers: rafters, a waterproofing membrane, a ventilation gap, insulation, a vapor barrier. Each layer works only if the previous one is laid correctly, and almost all of it hides under the finish covering. The most common concealed corner-cutting here is on membranes and the vent gap: from outside the roof looks perfect, while inside, within two years, you get condensation, wet insulation and cold rooms under the roof.
The control point is while the roof is open — that is, before the finish covering goes on. What to capture in photos: the rafters (their cross-section and spacing must match the design), the laid waterproofing membrane, the presence of a ventilation gap, the insulation grade on its packaging and the layer thickness. Red flag: insulation thinner than in the design ("you don't need warmer than that") or a missing vent gap ("it's fine as is"). The roof is the most expensive thing to redo later, because you have to strip off the entire covering.
Point 7. Concealed engineering — before screed and plaster
This is where the most gets hidden. Electrical, water supply, sewerage, ventilation, underfloor heating — all of it is laid into walls and floors and then vanishes under plaster and screed. A mistake here won't collapse the house, but it will spoil daily life: a socket in the wrong place, weak water pressure, ventilation that won't draw, a pipe leaking under the screed that you'll have to break open along with the finished floor.
The client's main action at this point is to demand an as-built diagram of the laid networks before they're closed. In plain terms: photos and a diagram showing exactly where pipes and wires run in the walls and floor, referenced to the walls. This saves you twice. Now — to verify it was done to the design. Later — so that a year on, drilling a wall for a shelf, you don't hit a water pipe or a live cable. Underfloor heating is pressure-tested before the screed — make sure it's done in your presence or documented. Red flag: the screed is poured and there's no network diagram or photos. Now it's a game of "guess where the pipe is."
Point 8. Screeds and wet processes — before laying the finish
The screed is the base for the finished floor. Three things get caught here. The mortar grade (set in the design — too weak a screed crumbles under load). Reinforcement or fiber, if specified. And, most important for a non-builder, drying time. A screed dries not in three days but roughly a week per centimeter of thickness — meaning a month or more for a normal thickness. Lay tile or parquet on a wet screed and the finish will lift. This is the most common "client rushed / contractor rushed" conflict.
Your control point is simple and needs no tool: don't allow the finish covering to be laid until the screed has dried per its time. Red flag: "it's already dry, we're laying it" — a week after pouring a thick screed. It isn't dry. The same goes for plaster and other wet processes: each has its own time, and rushing this stage is paid for by redoing the finish, which costs the most.
Point 9. Acceptance, acts and payment on completion
The ninth point isn't a construction stage but the rule that stitches the other eight together. Payment must follow an accepted stage, not precede it. That's your main lever: as long as the next stage isn't paid for, the contractor has a reason to do the current one right and show it to you. The moment you've paid for everything up front, the lever is gone and you're at the mercy of goodwill.
In practice it looks like this. At each completed stage — a work-completion act (what exactly was done and for what sum) and, where there are concealed works, a concealed-works inspection act with photos. Payment for the next stage only after the previous one is signed off. All material passports (concrete, rebar, insulation, membranes) go into one folder — that's your executive documentation, needed both for commissioning and in any dispute. A house handed over without these documents is a house whose history can't be verified.

What it costs not to oversee
This may sound like a lot of hassle. Compare it to the cost of skipping. The spread of turnkey prices on the Kyiv market is more than double: roughly UAH 22,000–32,000/m² for a turnkey house and UAH 12,000–18,000/m² for the shell alone (construction contractor data, 2026). That gap is where the money disappears — not because concrete is expensive, but because no one verified what it's actually being paid for. One missed waterproofing defect means a dry basement redone two years later with the finish torn off. One wet roof insulation means a stripped roof.
If you don't want to be on site yourself, there's a market service — independent technical supervision. In Kyiv in 2026 that's roughly UAH 3,000–5,000 per site visit, about 3,900 on average, with a standard package of up to 12 visits a month plus documentation (technical-supervision market data, rabotniki.ua, 2026). The state also recognizes this work as a separate line: under the Guideline on determining construction cost (Ministry of Regional Development order No. 281 of 01.11.2021), up to 1.5% of works cost is allotted to technical supervision, up to 3% to a consulting engineer, and up to 5.5% to the client's service plus engineering combined. This isn't an "extra cost," it's a normal budget line for control.
What to do if you have neither the time nor the knowledge
Honestly: nine points are doable if you can visit the site and hold the process in your head. If you can't, control has to be delegated to someone, because an unsupervised house doesn't become good on its own. There are two options.
